Police Union Mourns loss of General Counsel
Thoughts about Mike
Virginia COPS first General Counsel was, Michael T. Leibig, a partner in the Washington, D.C. law firm of Zwerdling, Paul, Leibig, Kahn, Thompson & Wolley. Mr. Leibig was a 1971 graduate of the University of Virginia Law School and an adjunct professor at the Georgetown University Law Center where he taught public sector labor relations, the termination of employment, labor policy, and fiduciary responsibility. Mr. Leibig authored three basic texts - Police Unions and the law, Organizing Public Employees, and The Fair Labor Standards Act and Policing. He has also authored numerous articles on public employee benefit and pension issues. Mr. Leibig represented police officers and organizations throughout Virginia, as well as California, Nevada, Texas, Mississippi, Louisiana, North Carolina, Missouri, Minnesota, Michigan, Wisconsin and Maryland in efforts to improve wages, hours and working conditions on the line level in law enforcement. In addition to his role as General Counsel to VCOPS, he served as General Counsel to the International Union of Police Associations, AFL-CIO. Mike retired from both VCOPS and IUPA in early July 2004.
