This is Chris Strope, Executive Director of the Virginia Coalition of Police and Deputy Sheriffs.  Next Wednesday your sub-committee in Militia and Police will hear HB-399.  This bill has been before the General Assembly for many years and this year it is brought to the General Assembly after the Virginia Chiefs of Police Association and VCOPS worked together to bring a bill that protects not only working police officers, but also the communities they serve. 
 
bullet Currently Internal Affairs Records might possibly be accessed by any person that brings an action against a locality through subpoena.  Liability is greatest in Federal suits.
bullet It is in the best interest of both the officer and the locality that these records not only be accurate, but also complete.
bullet Without a review by officers, mistakes or omissions would not be uncovered and corrected and might cause undue harm to both the officer and the locality if turned over uncorrected.

A cooperative effort by the VA Chiefs of Police Association and VCOPS has produced an agreement for the above legislation.
 
We hope that your subcommittee will recommend HB-399 favorably to the full committee.
