HOW TO USE THE VCOPS
LEGISLATIVE INFORMATION SYSTEM

 VCOPS recommends that anyone interested in following the legislative process join the "Lobbyist-in-a-Box" program offered by the General Assembly website.  Click on "Lobbyist-in-a-Box" link to learn more and sign up for the free service.  You can track up to 5 bills during this session and have emails sent to you when the bills change.  There are easy instructions and setup is rather easy.

Additional bills of interest will be added to this page as we learn of their existence.  Set this page as one of your "favorites" and sign up for Lobbyist-in-a-Box.

What you need to do to support bills at the legislature
.
Write a very short email to the Delegates or Senators in the list below each bill.  You can say the same thing to each of them unless you know the legislator personally, or live in their jurisdiction.  Let them know that you are a Police Officer or Deputy and especially if you live in their area. 

Example:  Hello Delegate(Senator)__________ I am (name) and I work as a Police Officer/Deputy Sheriff in Virginia (unless you are in their jurisdiction then tell them that) Please support (HB# or SB#).  Then give a short reason why they should support the bill.  Sign your name and copy the email and move to the next name until you reach the end of the list.  Once you write the first email the rest are easy.

Resignation of law-enforcement officers; carrying concealed weapon.  Provides that certain law-enforcement officers who resign from their position in good standing to accept a position covered by the Virginia Retirement System shall be eligible to carry a concealed handgun if he has received written proof of consultation with and favorable review of the need to carry a concealed handgun issued by the chief law-enforcement officer of the agency from which the officer resigned.

Restrictions on issuance of process of arrest by a magistrate.  Provides that a magistrate may not issue an arrest warrant for a felony offense upon the basis of a complaint by a person other than a law-enforcement officer without prior authorization by the attorney for the Commonwealth or, if no attorney for the Commonwealth is available, without prior authorization by a law-enforcement agency having jurisdiction over the alleged offense. Current law requires only consultation with the attorney for the Commonwealth or, if he is unavailable, consultation with the law-enforcement agency.

A toxic substance is currently defined as a known or suspected carcinogen, as defined by the International Agency for Research on Cancer, that causes, or is suspected to cause, leukemia or pancreatic, prostate, rectal, throat, ovarian, or breast cancer.

Line of Duty Death and Health Benefits Fund. Establishes the Line of Duty Death and Health Benefits Fund to pay the death and health insurance premium benefits to individuals covered by the Line of Duty Act (§ 9.1-400 et seq.) and the death benefit provided to state and local government employees who have been killed in action after being called to active duty services under Title 10 of the United States Code. The Fund is funded through a $.018 surcharge for E-911 service.

Summary as introduced:
Virginia Retirement System; new employees.  Modifies for new employees all the defined benefit retirement plans administered by the Virginia Retirement System ("VRS"), as follows: (i) requires employee to contribute five percent of creditable compensation, (ii) reduces the portion of the increase in the Consumer Price Index used for determining annual retirement allowance supplements ("COLA") from three percent plus one-half percent of the additional increase up to seven percent, to two percent plus one-half percent of the additional increase up to six percent.  The bill also decreases the Commonwealth's contribution for employees of certain optional retirement plans by one percent of creditable compensation.

 

In addition to these modifications, for new state and local employees covered under the main defined benefit plan (i.e. excluding the separate plans for state and local law enforcement employees and judges), the bill (i) reduces the average final compensation multiplier from 1.70 percent to 1.65 percent, (ii) increases the number of months used to calculate average final compensation from 36 to 60, and (iii) changes the condition for unreduced early retirement benefits from 50 years of age and 30 years of creditable service, to one whereby the sum of age plus years of service equals 90.
